US Special Envoy Steve Whitkov and Iranian Foreign Minister Abbas Arakzi have spoken several times by phone since Israel began blows against Iran last week, in an effort to end the crisis through diplomacy, they told Reuters. According to diplomats, who called for their anonymity to be complied with due to the sensitivity of the issue, Arakzi said Tehran would not return to the negotiations until Israel stops the attacks on June 13. They themselves said that the talks included a brief discussion of the American proposal given to Iran in late May, which aims to create a regional consortium that would undertake urani outside Iran, a proposal that Tehran has so far.
