It is better to serve specific groups than to subsidize the entire population, says ex-ANP

in interview to CNN This Friday (3), former ANP Director General David Zylbersztajn stated that the bill that reduces states’ ICMS collection to control inflation will not bring significant impacts, and defended subsidies only to certain categories.

“The ICMS issue is not a good solution, mainly because the impact on the pump will be very small and the impact on the states will be very large. What is said is that instead of having the generalized subsidy, it is better to target aid to certain groups”, he said.

“I think it’s a better way to think about serving specific categories than distributing public money to everyone, especially to those who don’t need it”, he pointed out.

For Zylbersztajn, classes such as truck drivers, taxi drivers and disadvantaged people who depend on gas cylinders, for example, should be the focus of subsidy proposals during a period of high inflation.

“You have to be very careful when talking about subsidies, as they have to have a specific purpose, a start and end date. Otherwise it becomes structural, and the economy does not have to sustain subsidies forever,” he concluded.
