where it was published: TikTok.
Completion of Proof: The video on TikTok that says that Lula has a project called “social housing” is false, which predicts that, if PT is elected president in 2022, the government will force Brazilians who live in houses with more than 60 m² to share the space with families without access to housing.
There is no record of a project of this nature in the government plan of Lula sent to the TSE. The program cites the expression “housing” only in the following passage: “We will once again have a broad program of access to housing, with adequate financing mechanisms for each type of public”, in a probable reference to the program My home, my lifecreated by Lula in 2009 and closed by Jair Bolsonaro (PL) in 2021.
Comprova also did not find statements by Lula about the supposed “social housing” project. The verification did Google searches and on Twitter for keywords like “House”, “social housing”, “60 m²” and “60 meters” and did not find news reports or tweets on the topic. in the videos of electoral propaganda Lula on TV, available on the candidate’s YouTube channel, there are also no mentions.
Rumors like this have already circulated on social media and have been denied in 2018 and in July 2022. Comprova verified the contents in both moments. In the most recent verification, carried out shortly before the start of the current electoral campaign, Lula’s press office denied the existence of the project to house families and said that, in previous administrations, the former president “did not take anyone’s house”.
Falsefor Comprova, is content invented or that has undergone edits to change its original meaning and has been deliberately disclosed to spread a falsehood.
Scope of publication: Comprova verifies content with wide reach on social networks. As of September 28, the verified video had 283,000 views, 19,900 likes, 5,053 comments and 13,400 shares on TikTok.
What the author of the publication says: TikTok does not allow sending private messages between users who do not follow each other. Comprova searched the profile of the author of the verified publication on other social networks, but did not find any matches until the closing of this text.
How do we check: In addition to searching Lula’s pages, Comprova did a Google search with the terms “social housing PT”. One of the results found was a recent verification of UOL Check About the subject. We also searched for “PT housing sharing”, and the results shown were checks of the to the facts and the Comprova Project.
The verification by UOL Confere says that, in 2009, a bill was filed in the Chamber of Deputies with the objective of “instituting the social housing service”. To get details of the project, Comprova did a Google search with the terms “PL social housing”, which resulted in the Chamber of Deputies page on the proposal.
PL named “Social Housing” already existed, but did not provide for sharing of properties
In the video analyzed here, the author refers to the alleged policy of sharing houses with more than 60 m² as “Projeto Housing Social”. In 2009, the Chamber of Deputies registered the Bill (PL) 6342/2009which established the “Social Housing Service for low-income families”, but without making any proposal similar to the one mentioned in the video.
The PL, authored by deputy Paulo Teixeira (PT-SP) and former deputy Zezéu Ribeiro (PT-BA), Preview government to bear the costs of renting low-income families in public or private properties. Second the project text, the priority was to serve people over 60 years old; in a street situation; with a disability; residents of risk areas and families in situations of vulnerability or social risk.
“The Public Power is responsible for the cost of rent, when applicable, for the administrative costs and for the portion of maintenance costs not borne by the beneficiaries”, says an excerpt from the text of the project, which aimed to “expand the forms of access to housing for the low-income population as a complement to other social housing acquisition programs”.
At the Chamber Portal, the status of the project is “awaiting designation of rapporteur in the Finance and Taxation Commission (CFT)”. The last record of movement in the PL process took place on May 6, 2019.
