Itamaraty awaits Bolsonaro’s approval to condemn attacks

Itamaraty is awaiting approval from President Jair Bolsonaro so that it can issue a note condemning Russia’s attacks on Ukraine. There would already be some models of texts circulating among diplomats, with changes in terms of the tone of the condemnation.

The evaluation of Brazilian diplomats with whom the CNN talked about, on Thursday morning (24), is that the decision on the tone of this official government position was moved from Itamaraty to the Planalto Palace.

The suggestion of Brazilian diplomacy, however, is that there is a demonstration as soon as possible, otherwise the delay could be read by the international community as support for Russia. The prevailing view at Itamaraty is that it is no longer a question of adopting a pro-United States or pro-NATO choice, but a choice for authoritarian or democratic regimes and, above all, for the defense of the sovereignty of states.

Bolsonaro, however, had not yet made a decision until early this morning. According to advisers, other sources would be heard, especially the military, who discussed cooperation between the countries during the president’s official trip to Russia two weeks ago.

However, external pressures, especially from the United States and the United Kingdom, have increased since last night (23). Representatives of these countries made contact with Brazilian diplomats, this Thursday morning, demanding a tougher position from the Brazilian government.

Pressure has also been increased via the UN. The United States introduced a resolution at the UN Security Council condemning Russia for the attacks. Although the chance of the document not being approved is high – Russia presides over the collegiate – the gesture is being read at Itamaraty as a way to pressure council member countries, such as Brazil, to take a stand.
