It’s done: the electronic identity card replaces the Spid

«Spid and Cie they are two realities that are consolidating. We must move towards a digital identity tool that is unique and valid not only in Italy, but beyond the Italian borders, in Europe». Thus spoke the Minister of Public Administration, Paul Zangrillo, on the sidelines of the stage in Naples of the itinerary Let’s make Italy simple. Word to the territories, last March 13, 2023. Because on the Public Digital Identity System and the Electronic Identity Card – as is known – the Meloni Government had been working for some time on a sort of unification, to achieve thatDigital National Identityin view of the renewal of agreements expiring on 23 April with companies (or identity providers) involved. Well, a few days ago the Ministry of the Interior has activated new functions that allow access to the sites of the Public Administration also, simply, with the CIE (Electronic Identity Card).

How to activate the electronic identity card to replace the Spid

There Electronic Identity Card (THERE IS) is the identity document of Italian citizens issued by the Ministry of the Interior and produced by the Poligrafico and Zecca dello Stato which, thanks to security and anti-counterfeiting elements, allows the identity of the owner to be verified and access to online services of Public Administrations both in Italy and in the countries of the European Union In addition to ascertaining the identity of the owner, the CIE is also equipped with an electronic component which – thanks to the adoption of the most advanced technologies available and in compliance with European legislation – represents the digital identity of the citizen. Citizens can access the participating online services with the CIE credentials quickly and easily; depending on the service requested by the citizen, authentication can take place through 3 levels of authentication with increasing security:
level 1: access using a pair of credentials (username and password),
level 2: access requires, in addition to the level 1 credentials, the use of a second factor or authentication mechanism that certifies the possession of a device (e.g. temporary OTP code, QR code scan),
level 3: the use of a reader or a smartphone equipped with NFC technology is required for reading the CIE.

All the Spid numbers

It must be said that the Spid, so far, has actually worked great, net of the initial complication relating to its activation. It is no coincidence that it is now in the hands of one out of two adultsand its use has also increased: in 2022 accesses with digital identity have exceeded one billion (it was 570 million in 2021). There are therefore around 33.5 million Spid identities (as at 31 December 2022) and those active last October had already achieved the expected result for June 2024. At the same time, the number of administrations that allow access to services has also increased online via the authentication tool: over 12,500 public administrations active at the end of 2022 (there were around 9,500 at the end of 2021). If you think of the payment channels for public services, PagoPa registers around 10,000 adhering public administrations, it is used by 41 million citizens and around 2 million businesses. In 2022 alone, it recorded almost 332 transactions, with an increase of 103% compared to the previous year, for an economic value of over 61 billion euros. The share of Italians using the online services of the PA has increased by 10% in the last two years, an acceleration which in the near future could reduce the gap compared to other European countries for users using digital public services. The DESI 2022 (the European Commission’s economy and society digitization index), in fact, shows that the Italian Public Administration remains substantially in line with the other Member States in terms of availability of digital services of the Public Administration for the citizen.

How to Spid

To this day, and in. waiting for developments, it can still request the Spid every adult citizen simply equipped with: a valid identity document, a health card or tax code, a personal email address, a mobile phone number. To start the procedure, just go to the Spid.Gov.it website, click on “Request Spid” and choose one of the authorized identity providers – including Poste Italiane. After entering the requested information and creating your credentials, you need to confirm your identity with the chosen provider, in four different ways: in person; online via webcam with the identity provider via operator or via video recording, combined with a bank transfer of a certain amount as an additional security measure; using an electronic identity card (CIE) or an electronic passport on the provider’s app; using Electronic Identity Card (CIE), health card or digital signature via USB token or smart card and relative PIN code. The Spid is activated after obtaining authentication, and allows access to all Public Administration sites to enroll children in school, for example, book a visit to the hospital, access the INPS site, register a lease , access 730 online apply for various government bonuses , pay tax or hospital tickets, apply for family allowances
