The Japanese Ministry of Finance announced today that it is freezing any resources of 32 other officials and oligarchs of Russia and Belarus in the Japanese jurisdiction due to the invasion of Ukraine.
The new sanctions target 20 Russians, including officials and associates of Russian President Vladimir Putin’s government, vice-speakers of parliament, the leader of the Chechen Republic, executives of companies with close ties to the Kremlin, and Wagner.
They target 12 Belarusian officials and businessmen, as well as 12 organizations in Russia and Belarus.
Any payment or transfer of funds to the persons subject to the sanctions will henceforth require a special government permit.
Japan has also banned the export of refinery equipment to Russia and general (or “dual”) items that could be used by the military in Belarus.
Exports of items destined for the Ministry of Defense, the armed forces and the Belarussian police, as well as the JSC Integral company, were banned.
