The PEC dos Precatório should open a fiscal space of R$ 93 billion for new expenses in 2022. Although the proposal still depends on approval in the Senate, the money is already almost all committed.
According to the Independent Tax Institution (IFI) and the Economics analyst at CNN Raquel Landim, of the amount available, R$ 47.6 billion is due to the change in the spending ceiling and R$ 45.4 billion is due to the payment of precatory payments.
As for the destination of the resources, only about half would be used to boost the Auxílio Brasil, a social program that replaces Bolsa Família. A good part remains with fixed expenses, such as health, education and expenses of other Powers, which rise with the change in the ceiling rule.
Despite this, President Jair Bolsonaro (no party) has already made several promises, such as exemption from payroll and assistance to truck drivers. And the government has not yet said what the readjustment of public servants will be.
If it is 5%, it would be R$ 15 billion. In this way, R$9.5 billion would be left over for the rapporteur’s amendments, half of what the National Congress achieved this year.
