In the gradual formation, on his initiative Paris and her Washingtonof an outline of a diplomatic solution to the conflict between them Israel and her Hezbollah reports a Le Monde publication.
It is stressed, however, that France's proposal – which supports the separation of the Lebanese issue from the situation in the Gaza Strip – is complicated by the non-agreement between Israel and Hamas on the terms of a truce, while in Lebanon, Hizbullah is calling it necessary condition for opening negotiations, the end of hostilities in the Gaza Strip.
However, the delivery to the Lebanese authorities, on Tuesday February 6, by French Foreign Minister Stéphane Cezournet of the French plan, which had previously been the subject of discussions with the Israeli authorities, and with a diplomatic source asserting that “Hezbollah gives neither answers nor assurances». However, the same source estimates that “once there is a truce or a suspension of operations in the Gaza Strip, the first steps in Lebanon can be considered.”
The French proposal, as noted, was also forwarded to the US special envoy, who is leading the mediation to find a new modus vivendi, around the borders between Lebanon and Israel and who in 2022 managed to seal an agreement on the delimitation of the their maritime borders.
According to the newspaper, US and France agree on a general framework to achieve full implementation of UN Security Council Resolution 1701, in exchange for a land border settlement. As noted, a top Hizbollah factor stated that he is open to border negotiations and in particular the liberation of disputed territorieswhile Lebanon demands an end to Israeli attackswhich have displaced 86,000 residents of southern Lebanon, the targeted killings as well as aerial overflights of its territory.
Paris and Washington propose to proceed gradually, with a French source clarifying that “the Israelis, in order to find a real solution, are ready to discuss on the basis of a withdrawal from a border strip of 8 to 10 kilometers, a distance equivalent to the range of Hezbollah's anti-tank missiles” and an Israeli official estimated for his part: “Ultimately, we are going back to 1701 and this Hezbollah withdrawal of 8 to 10 kilometers could be the beginning of the gradual implementation.”
It is underlined that France emphasizes a program to support the Lebanese Armed Forces to deploy in the border strip and that the idea would be, among other things, to once again ask for the contribution of Qatar, which already provides part of the funding of the Lebanese forces. The issue is expected to be discussed during Qatar's Emir Tamim's visit to Paris at the end of February, the newspaper reports.
