“Dear Ursula

Many European countries are experiencing a new outbreak of SARS-CoV-2 cases despite successful vaccination campaigns to date. This may be due to the greater transmissibility of the SARS-CoV-2 Delta mutation, but also to the weakening of the immunity provided by the vaccines given months earlier.

Although I acknowledge that there are differences between Member States regarding the vaccination programs for the third dose, I believe that we should not waste time protecting our most vulnerable citizens, especially as the third dose proves to be effective (above 90%) in preventing serious effects of Covid-19, including death, while at the same time providing protection against the symptoms of infection and keeping our citizens healthy and out of hospitals.

Due to the current outbreak, many countries have started third-dose vaccination programs either for all adults, such as my own country, or only for older people and vulnerable groups. But regardless of these differences, scientific evidence suggests, and we all agree, that the third dose is highly recommended for older people.

That is why I am writing you this letter to suggest that the third dose of the Covid-19 vaccine be considered a prerequisite for safe travel within the European Union for European citizens over the age of 60. This should also be reflected in the European Digital Certificate, which has proven to be a collective success that has facilitated the safe return of country-to-country travel. In particular, this should be recorded in the delegated act concerning the period of validity of the European Digital Certificate which the Commission plans to adopt, and in Council Recommendations 1475/20 and 912/20 on intra-EU travel.

An initiative like this will help our health systems deal more effectively with a strong, winter wave of illnesses, while helping to bring the virus and pandemic under control, without having to resort to new horizontal constraints that would jeopardize recovery. of our economies and the free movement of citizens.

In conclusion, I believe that the condition for the third installment of the vaccination certificate for citizens over the age of 60 would be an important step in the fight against pandemics, and I ask you to consider this proposal and discuss it with other Member States. .
