Libya: Against President – Prime Minister for the expulsion of Foreign Minister N. Mangous

Libya’s chronic political instability is once again brought to the surface by the removal of Foreign Minister Nila Al-Mangoush, following the intervention of Libyan President Mohamed Manfi. According to the Guardian, Manfi’s decision is opposed by Prime Minister Abdul Hamid Dibeba.

This power play comes just days before the Libyan summit in Paris, where world powers are expected to speed up the withdrawal of foreign mercenaries and troops from the country ahead of the December presidential election.

Mangous, one of the few women in Libya’s male-dominated leadership, has been ousted by the country’s interim president, a former diplomat with strongholds in eastern Libya. According to Menfi, the removal of the Foreign Minister was done “precautionarily” in order to conduct an investigation for “administrative violations”.

Mangous is accused of pursuing foreign policy without consulting the Presidential Council. The investigation is expected to last 14 days and as a result she will not be able to attend the meeting in Paris (which will be held on November 12) as she has been banned from leaving the country.

For his part, Prime Minister Dbeiba said that the power to appoint or remove ministers from the government is his exclusive prerogative.

The country is governed by an interim government, which emerged from the election of the Presidential Council last February, at the initiative of the UN. Manfi and Dibbea were elected by the 75-member Presidential Council, both representing different political interests.
