The Benghazi parliament announced today that the government appointed by Fati Bashaga will be based in Sirte for the time being, as efforts to take control of government buildings in Tripoli have stalled since the ouster of Abdulhamid al-Qaeda. Dbeiba refuses to hand over power.
This decision is the clearest admission to parliament so far that the government he appointed in March can not take office in Tripoli and Libya is paralyzed by the crisis between the two governments.
This stalemate threatens to spark a new round of conflict in Libya, after two years of relative peace. Both sides are backed by armed groups and any attempt by Basaga to enter Tripoli by force could spark fighting in western Libya.
The next parliamentary session will be held in Sirte, House spokesman Abdullah Belhaik said.
Dibeba’s transitional government was formed last year with the aim of leading the country to parliamentary and presidential elections in December. However, after the elections were postponed indefinitely due to disagreements over the rules to be followed, the Tobruk-based parliament ruled that the government’s term had ended and appointed a new one under Basaga. Dbeiba claims that his government is legitimate and that he will hand over power only after elections are held.
