Lira says Chamber will vote on project that limits ICMS on fuel next week

the president of Chamber of Deputies , Arthur Lira (PP-AL), said this Thursday (19) that the plenary of the house will vote next Tuesday (24) on a bill that establishes a ceiling for ICMS collection for products such as fuel and energy.

On Twitter, Lira said that the Complementary Law Project (PLP) 18/22 changes the classification of fuels , electricity, telecommunications and transport for essential goods and services. With the change, the ICMS would have a maximum collection rate of 17%.

“This is not a political or ideological debate. It’s a country debate. I will call on all powers to reflect on the emergency reality of today’s world, which affects the people and requires institutional actions with the vision of the Nation”, he said in a post on the social network.

The deputy also announced two meetings of party leaders to discuss the issue, which will take place next week.

“We will have the opportunity to discuss the abuse of taxes that refer to telecommunications, energy, transport and fuel services”. “We are going to see a haughty debate with the participation of both the House and the Senate and other powers.”

The announcement comes the same week that Lira said the House should discuss a bill that would suspend previously announced increases in electricity bills in some states in 2022.

The deputy participated in a meeting with the Minister of Mines and Energy, Adolfo Sachsida and representatives of ring to talk about the subject and the processing of a bill, the PDL 94/22, which seeks to suspend the 23.99% readjustment in electricity bills in Ceará.

Author of the project, deputy Domingos Neto (PSD-CE) said he intends to make changes to the text to also suspend increases in other states, such as Alagoas, Bahia, Rio Grande do Norte and Mato Grosso do Sul. On May 3, the Chamber approved the procedure for the PDL on an urgent basis, accelerating its analysis and voting.

He pointed out that, as much as the readjustments are contractual, they could be minimized at a “time still of great difficulty”, after the withdrawal in April of the water scarcity flag, which charged an additional value on electricity bills.

It is not the first time that the Chamber will analyze projects related to the collection of ICMS on fuels. Amid the rise in the prices of these products, Casa approved in March a project which changed the tax collection rules, with a single rate in all states. The proposal was sanctioned by President Jair Bolsonaro (PL).
