The president of the Chamber of Deputies, Arthur Lira (PP-AL), said this Friday (10) that the working group in the House responsible for the tax reform should discuss the matter for 60 to 90 days.
“This working group will work for, in principle, 60 to 90 days. Which will, of course, give the government all the possibility to work its base, build party support in the Chamber of Deputies and in the Senate, so that in the end, mid-April, May, we may have the opportunity, after discussions, take this issue to the plenary”, he declared.
Asked if he thinks it is possible to approve the tax reform in the first half of the year, Lira said that “we are going to work together for this purpose”, citing Congress and the Executive, with the involvement of governors, mayors of large cities, association of mayors, businessmen and other interested sectors. .
“Once again I say: we will never have an ideal tax reform for all sectors and for everyone at the same time, but we have to pursue a model that simplifies, reduces bureaucracy as much as possible the tax situation in Brazil.”
Lira’s statements were given to journalists during a rock and mineral event in Vitória, Espírito Santo.
Federal deputy Aguinaldo Ribeiro (PP-PB) was officially designated this Thursday (9) as rapporteur for the Proposed Amendment to the Constitution (PEC) 45/2019, on tax reform, which is being processed in the Chamber.
The working group has not yet been formally created, but the understanding is that deputy and former PT leader Reginaldo Lopes (MG) will be the coordinator. The request to create the group was presented this Friday by deputy Laura Carneiro (PSD-RJ).
At the press conference, Lira was also asked about the regulation of social networks in the Chamber. He stated that “the only way for us to have a responsible regulation of social networks, for us to distinguish that very tenuous limit between freedom of expression and the right of others, will be by regulating it through a bill”.
He defended that the text has to be done together with the Senate so that, “after this construction, which is not easy”, it is not changed by the senators.
One possibility is that the regulation of social networks enters the project on fake news that is being processed in the House. The federal government considered editing a Provisional Measure on the subject after the criminal acts of January 8. However, it should take advantage of existing text in the Chamber.
Another point made is that the text on the new mining code is ready to be discussed and taken to plenary.
“The mining code is almost a callus on the Achilles tendon of the National Congress. I got there in 2011 and all the attempts and negotiations to reach an average text were bombed”, she commented.
“It’s an important topic, it’s a relevant topic, it’s a topic that affects the economy of several states in Brazil and that needs to have a more modern finalization. The Brazilian code today does not allow for different specific situations of exploration, commercialization, prospecting, licenses, and with a more modern code we hope to solve this problem and, of course, favoring all those who need this potential sector”, he added.
