Lombardy arrives the mandatory license for the owners of dogs of “complex” breeds, from Pit Bull to Dogo

Dangerous dogs or, rather, unprepared owners? A law just approved by the Lombardy Regional Council shifts attention from the concept of “danger” of the animal to that of the master’s competence, and gives the green light to the license for some dog breeds.
