Lombardy Region ready to appeal against the Red Zone: “The data examined are not current”

Lombardy, autonomous province of Bolzano and Sicily are the three regions of Italy which, on the basis of the monitoring carried out by the Istituto di Superiore di Sanità, enter the Red Zone. He established it the new Dpcm, approved by the Council of Ministers e effective from January 17th. A decision that, despite the fact that it had been feared for a few days, in the case of the Lombardy Region meets the total dissent of the administrators.

“The criteria on which the assessment is based for the definition of the type of risk and therefore the assignment of color to the areas must be subject to necessary re-evaluation to be more timely and consistent with the epidemiological trend”, pointed out in the late afternoon of yesterday the vice president Letizia Moratti, councilor for welfare, intervened on the hypothesis of a possible appeal against inclusion in the Red Zone.

«Lombardy Region is penalized despite having an incidence of infections per inhabitant that is significantly lower than various other regions and the national average, on the base of data dating back two weeks, while in the meantime the situation has greatly improved», Specified the vice president. “We therefore need an urgent review of these criteria and the possible inclusion of Lombardy in the red zone”.

He had been the president of the Lombardy Region shortly before Attilio Fontana, speaking live to Afternoon Five, ad announce an appeal if the order to enter the region in the Red Zone has arrived. “In Lombardy in the last 15 days the situation has improved at least to classify us in the orange zone” explained the governor. Also specifying that: «I asked Minister Speranza to reconsider and we will send accurate notes to explain the reasons for our opposition. I was cautious and always demanded respect for the rules. However I consider this scenario to be highly penalizing, as it would give a devastating blow to a large portion of the Lombard economy. Several times I have asked the Government to review the parameters because they are based on old data, in this case of 30 December which, moreover, do not take into account very important indicators favorable to us, such as the RT on hospitalization. Unfortunately we have not yet received an answer ».

On request for derogation from the red zone by some Lombard mayors the president then underlined: «I understand well the reasons of the mayors who, highlighting how their territories are below the regional average, are asking for a derogation. The problem is that this parameter is not taken into consideration by the Ministry of Health and the national CTS, but only the RT. If the rate of incidence of positives per 100 thousand inhabitants were used, in fact, today Lombardy would not end up in the red zone. Taking that data into consideration, Lombardy has an incidence well below most of the other Italian regions, which today will perhaps even be classified in the yellow zone ».
