President Luiz Inacio Lula da Silva sanctioned the law that requires the offer of reconstructive surgery of Lip Lip or Palatin cleft in the Unified Health System (SUS). The text, published in the Federal Official Gazette on Wednesday (7), also provides for postoperative treatment, covering services of speech therapy, psychology, orthodontics and others necessary for the full recovery of the patient. The new law also supports newborns.
“When the Lip Lip is diagnosed prenatal care or after birth, the newborn will be temptedly sent to the specialized center to start clinical follow-up and to program the repairing surgery,” says Law 15.133/2025.
If the patient needs oral reeducation, it should be available for free speech therapist to assist him in suction and chewing exercises and speech development. In addition, it may be assisted, at no cost, by an orthodontist, to whom it will be up to decide on dental implant and adoption of orthodontic appliances in treatment.
The bill was approved by Congress in early April. At the time, the text rapporteur in the House, Deputy Dr. Ismael Alexandrino (PSD-GO), recalled that about 15 children are born, with this malformation in Brazil. “The later the child takes time to operate, the more problems entails from the point of view of development, food, infections and bullying,” he said.
For Alexandrino, although treatment can be interpreted as already guaranteed by the Constitution, the new law explains and strengthens this right.
