Economist and professor at the Getulio Vargas Foundation (FGV) Nelson Marconi defended, in an interview with CNN this Sunday (27), that the president-elect Luiz Inácio Lula da Silva soon open the debate on what could be the changes in the creation of a new framework tax in place of the current spending cap rule.
Marconi also defended that Lula should not delay in presenting the name of his finance minister and the formation of his economic team, which has been postponed by the PT.
“When the elected government only proposes a PEC to except the ceiling (…), but does not make it clear what this new fiscal regime will be, there is great uncertainty in relation to the fiscal scenario”, he said.
“The right thing would be for him to start putting what the new rule would be, put it up for discussion. It would be much easier for him to approve the Transition PEC“.”
For Marconi, it is necessary to think of a new fiscal framework that is broader than the current expenditure ceiling, contemplating other indicators of public accounts than just expenditures, such as the debt level.
