ESPM International Relations professor Leonardo Trevisan offered a detailed analysis of President Luiz Inácio Lula da Silva’s speech at the United Nations (UN) General Assembly this Tuesday (24).
According to the expert, the president addressed Brazil’s potential for exporting clean energy in a discreet but significant manner.
Trevisan highlighted that Lula’s speech contained a “very diplomatic” subliminal message aimed at “competent ears”.
He interpreted the president’s speech as an implicit offer: “Do you want clean energy? We have it for sale.”
Proposal for revision of the UN Charter
The expert also commented on Lula’s proposal to revise the UN Charter, which will be 80 years old.
Although this idea is not new – dating back to the times of Fernando Henrique Cardoso – , Trevisan considers it a “seed” planted by the current president, recognizing that global geopolitics has changed significantly since the document was created.
Trevisan highlighted that, historically, Brazil’s position of opening the UN General Assembly has never translated into effective participation in the most important decisions.
He noted that Brazil is not alone in this quest for greater representation, citing that countries such as India, Japan and Germany – the third, fourth and fifth largest GDPs in the world, respectively – also aim for a more prominent place in global decisions.
Challenges for Security Council reform
The professor explained that the traditional approach of including geographical representations in the UN Security Council is no longer sufficient in the current context. Globalization, he said, has created a web of interconnected interests that makes it difficult to separate nations into simple continental blocs.
Despite the challenges, Trevisan believes that Brazil has room to grow in its international influence.
Lula’s speech, in his view, was a diplomatic attempt to position the country as an important player on the global stage, especially with regard to clean energy and sustainability.
