M. Grafakos (RIS): In 2022, all waste treatment plants in the country will have been auctioned

“We are moving very fast in the infrastructure. More than 23 Waste and Bio-Waste Treatment Units have been auctioned, while in 2022 all of them will have been auctioned in their entirety.” This was stated by the Secretary General of Waste Management Coordination of RIS, Manolis Grafakos, speaking to APE-MPE. In fact, as he made known, “in 2022 the study for the energy utilization of the residues will have been completed, so that the country will have very low landfill rates of 10% by 2030”.

According to Mr. Grafakos: “The national goal and challenge is not only for our country to break away from the last positions in waste management in the EU, but by the end of the decade to play a leading role in the field of circular economy”, while already, as He pointed out: “With the actions of RIS, we have achieved a significant reduction of European fines”.

At the same time, he characterized 2021 as a year full of institutional interventions, but also the implementation of actions in solid waste management.

“2021 was a pivotal year for the institutional framework in waste management and that is because after 2020 when we drafted the new ECHR, we came with law 4819, the other ministerial decisions and presidential decrees to incorporate as we owed due to national law, the EU directives on waste management “.

Thus, he emphasizes: “We have completed the institutional framework that the country must have and in 2022 we start dynamically with the challenge to implement this legislation in practice both in terms of prevention and reuse.”

Specifically, in terms of prevention, a Waste Prevention Plan is being drafted, while the goal is to create material reuse centers in each municipality with more than 20,000 inhabitants, as stated by Mr. Grafakos.

While, he analyzed the actions of RIS last year, in a dynamic effort to accelerate the policies for waste utilization in the country.

In particular, according to the Secretary General, the actions of RIS regarding the modernization of waste management infrastructure were particularly significant:

Works

– Ten Waste Treatment Units were auctioned: MEA Agrinio, OEDA Central Corfu, OEDA Kefallonia, MEA Sitia, MEA Central Park of Circular Economy of Attica (Tribe), MEA Park of Circular Economy (PE) Region of Central Macedonia, MEA Heraklion, OSDA Rhodes and five Biological Waste Treatment Units: MEVA Drama, MEVA Milos, MEVA Prosotsani, MEVA Paggaio, MEVA Karpathos.

– The MEA of Ilia was completed and put into operation.

– The consultation with the European Union for the financing of the MEP PPPs of Peloponnese is launched positively.

– The integration of waste management infrastructures (MEA, MEVA) was achieved in the next financial period (NSRF 2021-2027).

– 24 wastewater management infrastructure projects were auctioned and ten of them were contracted.

– Contracts: Kato Nevrokopi, Nea Vyssa, Pallini, Rafina-Spata-Artemida, Kompoti, Ioannina, Nigrita, Sochos, Antimachia, Mavromati.

Reduction of fines

Institutional framework

– By 2021, the relevant European directives have also been incorporated and reforms aimed at reversing the pyramid in the hierarchy of landfill waste management into reuse and recycling of materials are being promoted.

– The adoption of the JMCs for the transposition of the relevant European directive on end-of-life vehicles, as well as the one on batteries and accumulators and waste batteries and accumulators, has been completed.

– The operation of KDAW was institutionalized.

– The National Plan for the Prevention of Waste Production was approved by an Act of the Council of Ministers with the main aim of protecting the environment and stimulating the circular economy.

– The National Waste Management Plan 2020-2030 is implemented, harmonized with the requirements of the circular economy and green growth.

– The assignment of the support of the Waste Management Directorate for the preparation of PMS for hazardous waste has been completed in order to prepare in 2022 the National Hazardous Waste Management Plan.

– In addition, the Joint Ministerial Decision was published, which determined the structure and the minimum content of the cleaning regulation of the local authorities.

Digital transformation

The submission of the local waste management plan for local authorities has been simplified and digitized. Meanwhile, the creation of an Integrated Waste Information System has been launched. Finally, the online database of urban wastewater is modernized and expanded with the updating of data and the integration of settlements D and Industry.
