The new process of granting Greek citizenship to foreigners occupied a day co-organized by the Ministry of Interior and the Representation in Greece of the UN High Commissioner for Refugees (UNHCR), with the participation of Interior Minister Makis Voridis.
In the discussion held with the MP and head of the Interior of SYRIZA Costas Zachariadis, Mr. Voridis pointed out that with the previous naturalization system, during which the fulfillment of the formal and substantive conditions was verified through an interview, there were long delays and applications depending on the naturalization committee. This, according to the minister, was due to the fact that “the element that you have to verify is subjective, the applicant’s judgment is subjective, two subjectivities that accumulated in the process, obviously brought very different results”.
As he explained, with the new system, the naturalization process has two phases: The first includes the criteria of admissibility of the application, in which it is established that he is an adult, that he resides legally in the country for a certain period of time and has a white criminal record. The second phase includes the establishment of the essential conditions of naturalization which proves the strong bond of the citizen with the state and the institutions of the Greek State. The determination of this link is verified through the examination procedure.
Mr. Zachariadis noted that many questions included in the Theme Bank are difficult to answer even by Greeks, and that the income criterion is high, with the result that many interested parties can not apply for naturalization.
Regarding them, Mr. Voridis explained that the questions do not come from the Ministry of Interior but from a committee of teachers, while for the income criterion he said that the minimum wage was set. Responding to the argument of some that many foreigners can not meet the income criterion because they are employed under undeclared work, Mr. Voridis noted that we can not reward “black” work.
The minister also referred to the changes enacted through the Civil Society bill. According to them, the requirement regarding the ability of the foreigner to participate actively and effectively in the political life of the country is removed from the essential conditions of naturalization, while the required naturalization documents are redefined. Also, an oral interview is provided (currently mandatory) only in case of doubt as to the contribution or not of the economic and social integration of the applicant.
