Macron-von der Layen: Europeans must be at the negotiating table for Ukraine

European Commission President Ursula von der Leyen and French President Emanuel Macron today stressed the need for Europeans to be at the negotiating table with Russians and Americans on security in Europe.

“Together we will propose our vision for a European security architecture,” said the French president, whose country holds the rotating EU presidency in the first half of 2022.

He said he and German Chancellor Olaf Soltz had proposed to Russian President Vladimir Putin that a new Normandy-style summit be held with Ukraine “in the coming weeks”.

Russia has been rejecting this four-party scheme for months (France, Germany, Russia, Ukraine) and prefers to negotiate directly with the United States, which strengthens its status as an international power.

Emanuel Macron welcomed the “direct exchanges” between his counterparts Vladimir Putin and Joe Biden – “I think it’s a good thing,” he said, and the “exemplary coordination” between Europeans and Americans on the issue.

“The European Union must engage in dialogue with Russia,” he said, referring to an issue that is provoking debate among member states.

“Having a dialogue does not mean making concessions, it means being able to point out our disagreements in the first place, but also trying to build the future,” he said, calling for a “sincere, demanding, coordinated dialogue” and stating that discuss it again “in the coming days” with Vladimir Putin.

The president of the Commission and the president of France also called for “an end to the violence” and for restraint in Kazakhstan, where riots are raging and the country’s president is blocking any negotiations with the protesters.

“I call for an end to violence and for self-restraint,” he said. “Citizens’ rights and security are paramount and must be guaranteed.”
