However, any measure restricting free movement must be proportionate and non-discriminatory. The vaccination certificate may not be a condition for the exercise of free movement. This is one of the main principles of the European Covid Digital Certificate Regulation. We are concerned that these measures could discriminate against those who have not been fully vaccinated. “We are in contact with Malta, asking for explanations for these measures and we will also raise these issues today at the coordination meeting of the Member States.”
