An operation carried out by the Civil Police, together with the Secretariat of Environment and Sanitation of Arraial do Cabo (Semas), resulted in the arrest in the act of a man accused of abuse of animals. The action, called Operation Liberandum, took place on the morning of Tuesday (29) in the Canaan neighborhood, after anonymous allegations point to alarming conditions in a residence.
Under the coordination of the chief delegate Dr. Renato Perez, agents of the 132nd Police Station served a search warrant and seizure at the house located at Pedro Álvares Cabral Street. What was found in the place shocked the agents: Several dogs and cats lived in an extremely unhealthy environment, surrounded by feces and remains of deteriorated foods . Amid the steps, the team discovered a freezer with plastic bags containing bodies of adult dogs and frozen puppies – a scene described as horror by the police.
In the house suite, Four cats were located locked inside the bathroom also in the midst of dirt and spoiled food. Still in the property, substances were found that appear to be common anesthetics among dental surgeons, which raised new suspicions about other possible irregularities.
According to the Civil Police, the man had the position of cardiologist at a health post in the Sobradinho neighborhood, in the city of Araruama, and was arrested at the time he was preparing to leave the house for work. He was taken to the 132nd police station and remains arrested at the disposal of the court.
During the action, eleven animals were rescued alive – six dogs and four cats – and referred for veterinary evaluation. The technical expertise was called for the analysis of the scenario and the Residence was banned until the conclusion of the investigations.
The operation was also supported by the Semas Inspection team, under the coordination of Secretary Pedro Henrique Corrêa, veterinarian Vinicius Fenizola, the Environmental and Maritime Operational Grouping (Gopam) and the Public Security Bureau, through the Proeis Program.
According to Brazilian law, animal abuse are considered a crime. Law No. 14,064/2020 provides for a sentence of two to five years of imprisonment for cases involving dogs and cats, as well as a fine.
The City Hall of Arraial do Cabo recalls that allegations of environmental crimes can be made anonymously by WhatsApp (22) 99936-1255-channel available 24 hours a day. It is also possible to register a police report at the city’s police stations or contact the Public Prosecution Service through the Environmental Prosecutor.
The Civil Police continues to investigate the case and reinforces the importance of the population’s collaboration to ensure more security and respect for life in Arraial do Cabo.
