Maximou: There is no legal error in monitoring Androulakis – He refuses to be informed

“A few days ago the prime minister became aware of the fact that in September 2021, during the period when Mr. Androulakis only held the position of MEP and was a candidate for PASOK president, the National Intelligence Service made a legal connection to his mobile phone “, emphasized the government representative, Yiannis Oikonomou, during the briefing of the political editors.

Mr. Economou referred to the PASOK President’s refusal to be informed by the competent authorities about the issue of his “legal attachment”, while when asked if this case might accelerate political developments with early elections, he answered sharply: No

Incomplete manipulations

“This process had the approval of the supreme prosecutor exactly as stipulated by the provision passed in 2018 by the previous government. It lasted three months and was automatically interrupted as provided by law, a few days after Mr. Androulakis was elected president of KINAL.

Although it is clear that the prescribed legal procedures were followed, the handling by the EYP was incorrect and incomplete as the political dimensions of this case were underestimated”, said Mr. Oikonomou.

He added that due to the nature of the case, the EYP should have informed the political authority to which it belongs, but it did not show the sensitivity necessary in such cases by dealing with the issue in a strictly official manner and in any case within the limits of legality. He underlined that there was no timely information about the monitoring of Mr. Androulakis’ phone even though the EYP is under the supervision of the Prime Minister’s Office. That is why the Prime Minister requested and received the resignation of the EYP commander. He characterized the resignation of the head of the Prime Minister’s Office, who assumed the objective political responsibility, as a political move of decency and a consequence of inadequate handling on the part of the EYP.

He referred to what the Prime Minister said in his statement yesterday that although the procedure was legal in its individual aspects, it was wrong as a whole and he would not have allowed it if he had been aware of the relevant procedures before the start of the connection.

The incorrect management of the connection of Mr. Androulakis’ phone should not, however, lead us down dangerous paths, he emphasized.

He said that it is not nationally beneficial to throw the stone of curse at the EYP pointing out that a slip cannot overshadow a project with measurable national benefit.

He reminded that national security is the sum total of security, he emphasized that for years, Greece incorrectly had the EYP with the main responsibility of national security under the control of the Ministry of Public Order and Citizen Protection. In 2015, the Ministry of Citizen Protection, the Hellenic Police acquired their own internal security intelligence service, and in reality there was no reason for the EYP to remain under the responsibility of that ministry.

The Mitsotakis government is the first to take very important steps to create a national security system in Greece, it underlined and referred to specific initiatives. He also referred to what is happening in other countries such as Germany, Italy, Portugal, Slovenia, Poland but also South Zealand, Canada, Britain and the USA in relation to the national security services.

“If we want to be honest and not dream, we have to accept that the Democracy through institutional barriers protects and secures itself”, said Mr. Oikonomou characteristically.

He emphasized that the handling of the Androulakis case showed that improvements are needed, pointing out that there is no legal error in this handling. He also referred to the four areas of change announced by the prime minister and which the government will promote.
