Media: The State Duma is going to reject the bill on mining in Russia

The State Duma Committee on the Financial Market plans to recommend to Parliament to reject the draft law “On Mining in the Russian Federation”, introduced by the New People party.

The source of the Interfax edition reports that within the framework of the bill it was proposed to allow the mining of cryptocurrencies in Russia. The document established the basis for regulating mining activities, but, according to the representatives of the committee, it is too underdeveloped. It does not have detailed taxation procedures, there are no requirements for data centers and miners. At the same time, the document proposes the use of cryptocurrencies as a means of payment in Russia, which is prohibited by current legislation.

The source stressed that the bill is fragmented and insufficient. For example, it has not been established exactly how miners will need to register, because there is no such type of activity in OKVED. It is not clear how the records of mining companies should be kept, whether the mining of cryptocurrencies without a license will be prosecuted. Therefore, the State Duma Committee on the Financial Market opposed the consideration of the bill without appropriate modifications.

A similar bill is currently being worked on in the Ministry of Finance. According to the head of the financial market committee Anatoly Aksakov, the relevant document should be submitted to the State Duma soon, as the Ministry of Finance and the Central Bank of the Russian Federation reached an agreement on mining.
