Ministry of Economy prepares program that pays R$ 30 thousand for old truck

The federal government intends to publish this week the Provisional Measure that creates Renovar, a program to renew the fleet of old vehicles. In discussion with automakers and other segments of the sector for more than 20 years, the plan starts with trucks, buses and road implements.

According to the Ministry of Economy, the initiative, which will be voluntary, is aimed at vehicular recycling, increased productivity and logistical efficiency.

The owner who delivers the vehicle at dismantling points accredited by transit agencies will receive the current market value.

“All transactions will be carried out on the Renovar Platform, a virtual environment in which operations related to dismantling or destruction, such as scrap of eligible goods and the use of benefits granted under the program, can be recorded”, informs the agency.

There have already been several promises from the government to start the program, which has always been delayed. Automakers believe that the MP will only be signed in April, as details are yet to be defined.

Groups involved in the project claim that there are around 460,000 trucks in the country that are over 20 years old.

The latest survey on the average age of the Brazilian fleet, carried out annually by Sindipeças (a union of auto parts companies), indicates that, in 2020, of the total of 2.05 million trucks in circulation in Brazil, 17% were up to five years old, 56%, between six and 15 years old, and 27%, over 16 years old.

“A very old fleet represents a large cost in terms of pollutant emissions, problems with vehicles stopped on the roads, impairing mobility and often causing accidents due to lack of maintenance”, says George Carloto, Sales manager at Iveco.

Pilot project

The truck and bus manufacturer based in Sete Lagoas (MG) won a bid from the Brazilian Industrial Development Agency (ABDI) to create a pilot project and test the implementation of the heavy vehicle renovation program.

In partnership with one of its dealerships, Deva, also from Minas Gerais – which already works with vehicle recycling –, Iveco started to acquire 50 trucks over 30 years old in the market to start operations.

Whoever delivers the truck for recycling will receive a credit between R$ 20,000, if it is a smaller model (light), and R$ 30,000, if it is semi-heavy or heavy.

According to Carloto, the owner will be able to use the money as part of the payment for a newer vehicle or for other purposes.

Part of the value will come from subsidies from ABDI and part from Iveco and Deva, which, after crushing the old vehicle and separating components such as steel, rubber, glass and lubricant residues, will be able to sell them to companies that need these raw materials. .

“There will be no reuse of any parts”, says Carloto.

The objective, informs ABDI, is to test the business and operational model of vehicle recycling following the precepts of the circular economy.

The results of this project can be used by the government as input for the elaboration of the public policy of fleet renewal.

Another pilot project is also being designed to test the same concepts in buses, informs the Ministry of Economy.

The ministry points out that there is already infrastructure for dismantling and recycling vehicles, a service that will be carried out by private companies that meet the requirements defined in the law that regulates disassembly.
