Moïse case: Police and MP investigate the participation of 7 other people at the crime scene

In addition to materializing the participation of the three aggressors already identified and arrested for the death of the young Congolese Moïse Kabagambe, the Public Ministry and the Civil Police of Rio are now focusing on another stage of the investigation: identifying what seven other people present at the crime scene were doing.

Based on analysis of images recorded by the security circuit of the kiosk where the boy was killed, investigators intend to conclude which alleged crimes may have been committed by these people.

According to the prosecutor Alexandre Murilo Graça, responsible for the case, the list includes two military police officers and two municipal guards, who would have behaved omitted when they were warned of the aggression and nothing was done.

Three other men also appear in the nearly four hours of recorded footage, initially released with a shortened time and angle.

According to the images, one of the men wears a shirt from the Brazilian team and even moves Moïse’s legs, holding his feet. In the images it is not clear if he acted to help, try to help Moïse, or was allied with the attackers.

Another man appears talking on the phone, which raises the suspicion that someone could be giving directions on what to do. A third man is seen carrying one of the murder weapons, a baseball bat used to cut ice from drinks served at the establishment.

Grace highlighted to CNN the possibility of involving public agents. “You have other crimes that may have happened there that are being investigated. We, from the beginning, are together with the police authority to be able to identify these other crimes and these other authors. We can speak of the omission of help, the sudden behavior of public agents who did not intervene, they did not act when they should have acted”, said the prosecutor.

The confirmation comes after demands from the family and from deputies and senators, members of congressional human rights commissions. A delegation with several parliamentarians landed in Rio this Monday (14) with the intention of demanding speed in the investigations and explanations about the case.

One of the central points was precisely the video editing, supposedly hiding the action from other people.

Graça argues that the complete video, seen by Moise’s family members is preserved and that the investigation is usually confidential, so as not to interfere with the investigations. He maintains, however, that even the video with the complete images is not conclusive and demands explanations.

“We have images but we don’t have sound. We don’t know if anyone encouraged it. We don’t know if anyone watched and did nothing. We don’t know if someone who was supposed to do it didn’t. […] We’re investigating all these characters that appear and some that don’t appear in the video and went to the location,” he said.

THE CNN contacted the Municipal Public Order Department, which commands the Municipal Guard and the command of the Military Police of Rio de Janeiro and awaits a return.

Among the seven, against the municipal guards, the most blunt questionings fall so far. One of them appears in the testimony of one of the witnesses who was at the scene. The document was obtained by CNN.

The police transcript of the woman’s account says that at the time of the aggressions “the deponent went down to the sand of the beach, having previously asked for help from two municipal guards; that it did not succeed, for these were not to help; that then she asked her husband for help; that when both went up to try to help or help, or even try to stop the confusion, the deponent saw the black man tied up”.
