Molica: House and Senate negotiate solution for the fuel PEC

In this Friday’s Freedom of Opinion section (11), commentator Fernando Molica analyzed the speech of Senate President Rodrigo Pacheco (PSD-MG), who in an interview with CNN stated that the Proposed Amendment to the Constitution (PEC) on fuels is not the focus of discussion at the moment.

Pacheco argued that there are two proposals in the Senate that could establish interesting conditions to face the increase in fuel prices.

Molica explains that “a proposal comes from Senator Rogério Carvalho (PT-SE), who proposes the creation of a stabilization fund that would be fed with money coming from Petrobras and the government. This ‘cushion’ would soften the variations in the price of oil.”

“The other proposal, which has already been approved in the Chamber of Deputies, provides for the creation of a calculation formula that would guarantee greater stability in the ICMS (Tax on the Circulation of Goods and Services),” said Molica.

According to the policy analyst at CNN Caio Junqueira, the presidents of the Senate and the Chamber, Arthur Lira (PP), articulate an agreement of procedures on the projects that are being processed in the two houses in order to approve a single text.

“They [os presidentes do Senado e da Câmara] are talking to try to guarantee a way to mitigate these fuel increases, and at the same time, not generate chaos in the economy”, argued Molica.

The commentator concluded by saying that it is not possible to know whether the agreement between the Houses will work. “No one guarantees that any tax reduction will be passed on in full to the consumer. It is not possible to guarantee that this reduction will not end up benefiting more elements of the oil production and distribution chain, rather than the consumer.”

The National Congress enacted the PEC that includes the protection of personal data among the fundamental rights and guarantees of citizens. The proposed amendment to the Constitution updates Article 5, which deals with individual and collective rights.

The new section goes on to say that “the right to the protection of personal data, including in digital media, is ensured, under the terms of the law”.

The amendment also determines that the Union is responsible for legislating, organizing and supervising the protection of personal data processing, reinforcing the general data protection law.

Federation between PT and PSB

In an interview with CNNthe former governor of São Paulo Márcio França (PSB) admitted the possibility that, if a party federation is not formed between PT and PSB, the state of São Paulo may have different candidacies from the two parties in the dispute for Palácio dos Bandeirantes.

“If there is no federation, we can have two candidacies and we will go to the debates, let’s see who can do better in the debates and who will demonstrate that they know the state of São Paulo more”, he said.

The president of the Chamber of Deputies, Arthur Lira (PP-AL), stated that he will propose the discussion in Congress of a semi-presidential regime starting in March. Lira defends the proposal to change the government system for 2030.

“The Chamber will propose, it will try to join the Senate… so that we can take the months of March, April, May, June to discuss semi-presidentialism without any type of voting pressure, without any type of ready text and without an inclusive perspective of voting beforehand. of the election, so that we can leave any text that is discussed and analyzed chosen by the parliamentarians to be voted on, even with a new Congress, which is chosen in October”, he said.
