Moreno: “Andalusia generates trust above what the rest of the country does”

 

“Andalusia generates trust above what the rest of the country does”. The President of the Board on Tuesday made an exercise of faith in the community’s capacities to recover from the “cataclysm” of the pandemic against all forecasts and despite the fact that the dangerous evolution of the disease in recent weeks has forced back to freeze some revival plans.

In full rescaling, when Moreno himself has pointed to new restrictions for the provinces of Seville and Jaà © n (which would be added to that of Granada), Moreno has, however, exhibited moderate doses of optimism and confidence to face the economic comeback . And it has done so by invoking the (short) experience accumulated in the legislature year prior to the pandemic, during which the community registered economic growth above the Spanish average and employment evolved in an upward line. All this is already part of the pre-Covid past and clinging to that reality could be interpreted as a useless exercise in melancholy, but for the Chairman of the Board it is enough to show confidence that Andalusia has the necessary tools to successfully overcome the disaster for the economy.

During his first intervention in the Debate on the State of the Community (which is held today, Tuesday and tomorrow, Wednesday), Juan Manuel Moreno has reformulated some of the main ideas that his government insists on: the first, that if The pandemic has had somewhat lighter effects on the autonomous community, because the Board was ahead in its management, creating already in January a committee of experts to monitor the evolution of infections. In addition, and although he has affirmed that “the old recipes are today older than ever”, he has been convinced that the formula of lowering taxes to reactivate the economy is still valid, an attenuated formula however, due to the need to increase spending and the evidence that own income has collapsed. Even so, Moreno has announced that the fiscal pressure will not be increased in 2021 and that the reduction of the income tax tranche planned for the 2020-22 triennium will be maintained.

Likewise, he has once again explained the investment plan announced (Andalusia Plan en Marcha) to push in the economic recovery and has left little room for self-criticism in his speech, beyond recognizing that the virus has occupied everything and forced to review projects and objectives. “We are aware that some diagnostic tests have been delayed,” he stated in relation to the paralysis of non-Covid activity during confinement.

“This time we are not going to be left behind”, has insisted Juanma Moreno, who has repeated on several occasions his “desire for dialogue”, which is supported, in his opinion, by the successes achieved in the negotiation with the educational unions and the incorporation of 8,000 teachers into the system; with the agricultural sector to fight against the cut of the CAP; with the signatories of the agreement for economic recovery or the imminent ‘Pact for water’.

And it is at this point that Susana DÃaz’s PSOE has been asked to join the Board’s claim for the Pedro Sánchez Government to take into account population, GDP and unemployment criteria in the distribution of European funds. Taking these parameters into account, Andalusia would account for around 23,000 million euros in projects.

Juanma Moreno recalled the favorable vote of the PP at the time to the Andalusian pact to demand from the Government of the Nation, then chaired by Mariano Rajoy, 4,000 million extra in financing. Then Susana DÃaz was the president of the Board and Juanma Moreno was the head of the opposition, which did not prevent an agreement from being reached by most of the groups in the Autonomous Chamber (only Citizens stood on the sidelines) to defend a unique position of the community in the debate on autonomous financing. If it was then possible, says Moreno, there is no reason why the PSOE now, as the PP did in its day, “put the interests of Andalusia ahead of the interests of its party.”

For the rest, in his speech Juanma Moreno has raised few novelties beyond a new Law for Children and the incorporation of an item (the first) in the 2021 budgets for the demolition of the Algarrobico hotel and environmental restoration of the surroundings, in the heart of Cabo de Gata: a hands-free slap to the conservationist discourse to which the PSOE has now joined, despite the fact that it not only supported the project at the time but was not able to eliminate it when pressure of the ecologists and the courts of Justice definitively condemned it.
