According to sources from the Board, during his speech at the Conference of Presidents held electronically, Moreno has asked to clarify whether Spain is going to request all of the 140,000 million euros that have been assigned to him. , especially the pre-stamos.

“It is vital to know in more detail the scope of our participation in these funds and precise information on the available resources and the deadlines for financing projects”, said the Andalusian president, who described the “prompt” as “essential”. approval “of the regulations that determine the” eligibility “of projects.

He has argued that these projects are developed on a territory and have direct effects on populations and communities. socioeconomic conditions present and future and has requested that the criteria applied by the EU (population, employment and income) “must also guide the allocation of projects at regional levels”.

Those criteria in Andalusia, according to Moreno, would translate into 23,000 million euros European funding for recovery, which would be used for “solvent and quality” projects in accordance with the seven strategic areas outlined by the European Commission.

He underlined that the Board already has a “bank of projects” that can be financed by the “Next Generation EU” instrument and a “governance strategy” for the selection of investment projects and reforms for the reactivation and economic transformation of Andalusia, allowing for collaboration with the private sector.

The Andalusian president has indicated that local corporations they must have an “important role” in the management of these funds as an administration closer to the citizen and he added that it is an opportunity “to undertake reforms, to plan quickly and well, and to assign projects according to true capacities. of execution and later use “.

Moreno has bet on adapting the legislation by introducing instruments of flexibility “without loss of the necessary control, but adapted to current needs”, as well as by simplifying administrative procedures and bureaucracy, both at the European and national levels, since “calendars and deadlines are very tight”.

“The projects must be born viable and eligible, there is no second chance,” stated Moreno, who has shown his desire that the coordination and management of the funds “would have fallen to an independent body” created for this purpose and has asked the Government to “take all its decisions objectively.”
