The Public Ministry with the Federal Court of Accounts (MPTCU) filed a representation, this Thursday (30) for the Court to investigate the former president of Caixa Econômica Federal Pedro Guimarães for “flagrant violation of the administrative principle of morality” .
The deputy attorney general of the MPTCU, Lucas Furtado, was based on the complaints originally published by “Metrópoles”. The portal heard from employees of the financial institution who reported cases of sexual and moral harassment. In his view, the court needs to act “compulsorily” to investigate the facts and, if necessary, apply administrative sanctions to Guimarães.
“The facts denounced by the Metrópoles newspaper are extremely serious, as they indicate the conduct of Mr. Pedro Guimarães reprehensible and incompatible with the exercise of president of one of the most important state financial institutions. When practiced within the scope of public administration, harassment generates the perception, in society, that state institutions are not guided by moral values nor are they conducted according to high standards of conduct”, evaluated Furtado in the letter.
The president of the TCU, Ana Arraes, announced the Court’s reaction during a plenary session this Wednesday (29). She determined that Caixa immediately send information to the bank about the existing internal mechanisms for preventing and combating harassment.
In addition, the Federal Public Ministry (MPF) has already heard testimonies from victims and witnesses for the criminal investigation of allegations of harassment, and the Public Ministry of Labor in the DF has also opened a preliminary investigation into the conduct of the former president of the institution. Both the MPF and the MPT also received copies of the representation filed by the MPTCU, “in order to promote collaborative action”.
By means of a note sent this Thursday (30), Caixa’s Board of Directors announced that the bank’s Internal Affairs will proceed with the investigation of complaints received through the internal channel. In addition, the financial institution hired an independent firm to conduct further investigations.
Last Wednesday (29), Pedro Guimarães resigned from the presidency of Caixa after the disclosure of accusations of moral and sexual harassment. He had been at the bank since the beginning of the Jair Bolsonaro (PL) government.
