The former municipal secretary of Guarujá (SP) killed his mother and dog before committing suicide on Tuesday (17), on the coast of São Paulo. He allegedly used a gun to commit the crimes against his mother and himself. The perpetrator of the crimes was targeted by the Civil Police on the same day.
THE CNN had access to the Police Report that recorded two homicides and one suicide in the name of the former municipal secretary of Modernization and Digital Transformation of the Municipality of Guarujá/SP, Thiago Felipe de Souza Advance in Guarujá (SP). Find out who the secretary was here.
The report found that Thiago Felipe Avanci was dismissed from his position as municipal secretary this Tuesday, the same day that the police launched investigations against him.
Search warrant and warning of brother
Civil police officers arrived to serve search and seizure warrants at Thiago’s home, following a complaint filed against him at the Women’s Defense Department in Guarujá/SP.
The police report states that after the officers returned to the police station, they were informed that Thiago’s brother, Carlos Maurício de Souza Avanci, had contacted the police to report receiving a video.
In the video, reported by Thiago’s brother, their mother, Sueli Nastri de Souza Avanci, appears to be taking pills. During the video, Thiago and his mother talk about – in his words – “putting an end to suffering”. In the video, they explicitly talk about taking their own lives, with Thiago even mentioning that he already had a funeral plan.
The police reported that Thiago had already expressed his intention to take his own life, according to the Police Report registered at the Santos Police Station (SP).
Crime scene
Given the information reported in the new complaint, the agents returned to Thiago and Sueli’s residence, where they found the place closed, with only one light on, on the upper floor.
Given the peculiarity of the case, the new incursion was accompanied by the President of the OAB Prerogatives Committee – Guarujá/SP section.
When they managed to enter the residence, the police found Sueli Nastri, deceased and lying on the bed, with a gunshot wound on the right side of her head. The family dog was lying next to Sueli, without any injuries, according to the police report. It is believed that the dog had been poisoned.
The perpetrator of the crimes, Thiago Felipe de Souza Avanci, was found lying face up next to the bed. He shot himself in the head with a .38 caliber revolver after committing the crimes against his mother and dog.
The police seized the weapon – with the serial number scratched off – found at the crime scene, as well as three cell phones and a box of .38 caliber ammunition. In the outbuilding where the victim Thiago Felipe lived, a notebook and a cell phone were also found.
Public office and academic life
In addition to being a civil servant, Thiago was a lawyer and was a university professor at four universities in São Paulo, including Universidade Presbiteriana Mackenzie, where he graduated with a doctorate in political and economic law.
Thiago’s list of degrees also shows that he had a master’s degree in environmental law from the Catholic University of Santos, a specialist in municipal public management from Unifesp and was president of the children’s and adolescents’ rights commission at the OAB Guarujá, between 2014 and 2015.

The City of Guarujá informs that Thiago Felipe de Souza Avanci, 39 years old, was a lawyer and joined the Municipal Administration in July 2019, as an advisor at the Secretariat for Government Coordination (Segov), a role he held until January 2021 and shortly after, in the same month, he was appointed advisor for Strategic Affairs.
In July 2021, he was appointed as liquidator of Emurg (Guarujá Urbanization Company), an autarchy belonging to the Municipality, where he remained until April of this year and, then, appointed as Deputy Secretary of Government Coordination and Strategic Affairs, dismissed in June, when he took over the Secretariat of Modernization and Digital Transformation (Semod). Last Tuesday (17), Avanci requested dismissal from the position, with the ordinance being published in the edition of the Municipal Official Gazette this Wednesday (18).
The City Hall also reports that the Mobile Emergency Service (SAMU) team was called at 8:54 pm, arrived at the scene at 9:10 pm, and confirmed the death. The investigation remains under the responsibility of the Civil Police.
Mackenzie Presbyterian University, through its press office, confirmed that Thiago Avanci was part of the faculty of the postgraduate law course. However, it emphasizes that he was a guest professor and was not hired by the educational institution.
