N. Kerameos: The improvement of the research field constitutes an investment in the future of our country

The four axes of regulation that govern the reform of the institutional framework of spin-off companies, as formulated in the bill of the Ministry of Development and Investment in collaboration with the Ministry of Education and Religions, were analyzed before the Standing Committee on Production and Trade of B Minister of Education and Religions Niki Kerameos.

The first axis concerns the simplification of the procedures concerning the establishment of spin-off companies, but also the possibility of participation of the teaching and research staff of all categories in technoblast companies, since they have contributed to the development of research results that can be used commercially. The new provisions provide for the possibility of participation of the HEI in the companies, while it is possible to transfer the responsibility of approving the contracts and establishing spin-off companies to the Company for the Utilization and Management of the Foundation’s Property, strengthening their role in intellectual property management. of the Foundation and its staff.

The second axis concerns the provision of incentives and facilities to researchers, research teams and the organizations themselves, so that they can fulfill their purpose without hindrance. The new provisions give the possibility of participation of faculty members in the administrative position of a technoblast company without this being incompatible with the position at the University. At the same time, it is possible to grant facilities (unpaid leave, part-time) to engage in the work of the technoblast company, while incentives are provided to members of the university community to establish and participate in spin-off companies.

The third axis concerns the strengthening of synergies as the exchange of know-how and the mobility of human resources can multiply the benefits of the research activity, streamlining the costs, utilizing knowledge and different specialties, increasing the economies of scale.

The fourth axis concerns the institutional strengthening of research organizations and university institutions. With the new provisions, research organizations and universities gain more responsibilities, flexibility of movements, while at the same time decentralizing powers and reducing bureaucracy. Among other things, the development role of the universities is strengthened, the role of the Technology Transfer Offices is strengthened, while the resources of the institutions themselves are increased through the commercial utilization of the research results but also the realization of partnerships with productive bodies.

“The aim is to create this coherent, understandable and flexible institutional landscape for technology companies to be a catalyst for the further development of research and the production of knowledge-intensive products that will be able to meet new needs, being a growth lever for the research itself. activity in our country “, the Minister concluded.
