National Council approves project for kennels and catteries in prisons for resocialization

The National Criminal Policy Council approved, this Wednesday morning (21), a proposal to improve the guidelines for the installation of kennels and catteries in the Brazilian penitentiary system. The measure seeks to promote the resocialization of inmates and highlights the importance of protecting and caring for animals.

Prisoners convicted under art. 32, of animal abuse, are prohibited from participating in the project.

The document considered discussions about animal rights and their effectiveness, and argues in favor of the adoption of a public protection policy as a means of reintegrating prisoners into society as a central objective, referencing federal law 9.605/98, on environmental crimes , and the foundations of federal law 7,210/84, on criminal execution.

Councilor Alexander Barroso, rapporteur of the proposal, emphasized that a transversal and institutional dialogue at federal, state and municipal levels is necessary to implement the proposal. Barroso also highlighted the expected benefits for inmates and abandoned animals.

''For the first group, the effects will fall on serving the sentence, allowing the prisoner to carry out work, with technical, educational and productive purposes, with the prospect of a future profession. To animals, from the perspective of “family”, the protection of life, food, health, balanced environment and offer of adoption by the population'', stated the rapporteur of the proposal.

Inmates who participate in the kennels will receive technical course certificates, to facilitate reintegration into the job market after serving their sentence, which also contributes to reducing criminal recidivism.

The implementation of the program for the installation of kennels or catteries may occur through a Technical Cooperation Agreement (ACT), involving the executive and judiciary branches, and previously registered with the prison administration departments and city halls.

The project may also collaborate with bodies such as community councils, zoonosis centers and non-governmental organizations (NGOs).

Prisons will be responsible for defining the size and location of kennels and catteries within the penitentiaries. The animals must undergo vaccination, deworming and castration, carried out by the Zoonosis Control Center, before arriving at the prisons.

The National Council for Criminal and Penitentiary Policy of the Ministry of Justice and Public Security (CNPCP/MJSP) is the first of the criminal enforcement bodies, in formulating guidelines to contribute to the prevention of crime, administration of Criminal Justice and execution of sentences and security measures.
