The Secretary General of the Western NATO Military Alliance (North Atlantic Treaty Organization), Jens Stoltenbergwelcomed signs on Tuesday that Russia may be looking for a diplomatic solution amid an increase in the military presence on the Ukrainian border, but urged Moscow to demonstrate its willingness to act.
“There are signs from Moscow that diplomacy must continue. This gives reason for cautious optimism,” he said. Stoltenberg to reporters ahead of a two-day meeting of the alliance’s defense ministers in Brussels.
“But so far we haven’t seen any signs of de-escalation on the ground on the Russian side.”
The secretary added that the buildup of Russian forces on the outskirts of Ukraine is unprecedented since the Cold War.
“But Russia still has time to walk away from the crisis, stop preparing for war and start working for a peaceful solution,” he said.
Stoltenberg called the current situation “the most serious security crisis we have faced in Europe for decades”.

Some troops in Russia’s military districts adjacent to Ukraine are returning to their bases after completing exercises, the Russian Defense Ministry said on Tuesday.
Video footage published by the Defense Ministry showed some tanks and other armored vehicles being loaded onto railroad cars.
The Ministry said it would use trucks to transport some equipment, while some troops would march to the bases on their own.
