More than 250 attacks during last year’s invasion of Russia left nearly one in 10 Ukrainian hospitals damaged – some more than once – according to an analysis reviewed by CNN and by researchers from the US, UK, Switzerland and Ukraine.
The document is a joint effort of five non-governmental organizations: EyeWitness to Atrocities (eyeWitness); Insecurity Insight; Media Initiative for Human Rights (MIHR); Physicians for Human Rights (PHR) and the Ukrainian Health Center (UHC).
A CNN reviewed the design but cannot independently confirm the details of each attack.
Nearly 200 medical workers, who are protected by international human rights law during wartime, were killed, injured, kidnapped or arrested, the collaboration between the NGOs revealed.
Researchers documented 707 attacks on healthcare facilities between February and December 2022, including damage to facilities such as attacks with explosives dropped from the ground.
Withdrawals, denial of access to healthcare, and interruption of patient access to public services necessary for medical care have also been reported.
“These findings should be a wake-up call to the global community to act now to end impunity for rampant violence against healthcare workers, in Ukraine and around the world,” he said. CNN, Christian De Vos, co-author of the report and director of research at Physicians for Human Rights.
A CNN asked the Russian government for comment, but has yet to receive a response. Russia has previously stated that it only fires at military targets.
