New Law Universities: Greek Universities are being upgraded qualitatively – The changes that are coming

The bill “New Horizons for Universities” aspires to upgrade the quality of Greek Universities, with specific policies and actions that change everything we knew so far and make Greek educational institutions equal to the top abroad.

The 8th bill of the Ministry of Education from 2019 until today, is the one that attempts the biggest interventions in the universities of the country. The main axes of the new bill are: quality upgrade, enhanced functionality, promotion of connection with society and modernization of DOATAP.

The upgrade of the quality of the Greek Universities is one of the biggest “bets” that the Ministry of Education wants to win, having prepared a complete and detailed plan on specific policies and actions that aspire to optimize teaching, education and postgraduate activity. teachers and students.

As part of the quality upgrade, the bill includes:
• Double / joint degrees
• Selection of courses from other Departments / Schools
• Greek Erasmus
• Professional postgraduate
• Minor degree direction
• Industrial PhDs
• Strengthening internships
• Visiting teachers
• Autonomy in the organization of curricula
• Applied science and technology programs
• New, more meritocratic procedures for selecting faculty members
• Incentives for research-reduction of bureaucracy (eg ELKE)

Launched upgrade policies

The initiated quality upgrade policies include the rationalization of the student process, with a maximum student attendance (N + 2 / N + 3) and a Minimum Admission Base, the distribution of resources in HEIs on the basis of objective (80%) and quality criteria (20%), the support of the Quality Assurance Units of the Universities through NSRF action amounting to 6 million euros and the Technology Transfer Offices through GGEK, the projects of the Recovery Fund for HEIs amounting to approximately 600 million euros, the support of the internationalization of HEIs, with action potential foreign language study programs of each cycle and cooperation programs between Greek and foreign HEIs with support through a NSRF actor amounting to 20 million euros, the upgrading of the academic environment with the restoration of university asylum in its true sense and an integrated framework for strengthening the academic environment, Security with the University Institutions Protection Teams and the Restructuring of the Academic map in the evaluation base of ETHAEE, with the suspension of 37 departments that were established before the elections by SYRIZA without academic criteria, of the 4th Law, of the 6 ecclesiastical departments and further restructuring actions in progress.

There are three axes in the policies of the bill for the upgrade of the quality of the universities. The first concerns the study programs, the second the research activity and innovation in the ELKE Framework and finally the third concerns the election and development of the faculty members.

Modern curricula, motivation and flexibility for researchers

The curricula will now be quality certified, while the teaching process will be fully digital and modern. At the same time, the institution of student internship is expanded, while the Student Support Unit is institutionalized and it is possible to introduce educational activities that promote the interaction of teachers and students.

At the same time, the new bill aims to give greater autonomy and flexibility in the organization of curricula, which it aspires to make modern and competitive with strong mobility and interdisciplinarity. At the same time, greater autonomy and flexibility is provided in the organization of postgraduate studies, the possibility for greater extroversion and internationalization in postgraduate studies is provided, more opportunities are created for greater interaction with foreign institutions and scientists, scholarships become fairer and more meritorious while doctorates provide possibilities to the student.

Researchers gain facilities and motivation, while in the context of extroversion and internationalization, a contribution is made to brain gain. At the same time, the new bill aspires to provide incentives for the utilization of research results and entrepreneurship, while the modernization of the operation of ELKE is expected to make the daily life of researchers easier. Finally, with regard to the election of faculty members, the procedures are becoming more transparent and meritocratic.
