In defending the suspension of the appointment of the counselor, the prosecutor points to configuration of nepotist practice, absence of “constitutional requirements” for the position and suppression of mandatory procedural phase.
“There is evidence that the server received salaries without the corresponding effective exercise of civil service, characterizing serious irregularity. It is worth noting that this type of fraud (” ghost “server) is considered extremely serious by the control bodies, as it involves misappropriation of public resources without any counterpart to the public interest,” says the process.
Also according to the process, an audit was made at the address in which the employee would have to work since January 2020, when he took an administrative subsidiary. “It turns out that the server’s immediate chief stated that ‘he could not answer the questions regarding the activities performed by her, since he also had no professional contact with her.” Other employees also said they did not know her.
“That is, the named one found any of his co -workers!” Says the attorney’s opinion.
“In the case under examination, the audit conducted meticulous investigation, verifying all possible records that could highlight the performance of activities by the server: electronic systems, point records and interviews with co -workers. Contrary to the logic of operation of the public machine, no documentary trace that proved the effective work installment by the appointed was found,” he added.
