Authorities believe that Shane Tamura was trying to get to the NFL offices after shooting in the building lobby, but accidentally got into another lift, Adams said. Police said Tamura had a history of mental problems, while a note found on him contained inconsistent reports and shows that he had complaints to the NFL, claiming – without documentation – that he was suffering from years of traumatic encephalopathy (CTE).
