In an interview with CNN Radioon CNN no Plural, the national coordinator of Caritas Brasileira, Valquíria Lima, said that there is an expectation that “in the coming weeks we will have the arrival” of Ukrainians who fled the war.
She explained that Brazilian law allows the granting of humanitarian visas to countries that have had wars, such as Afghanistan, Haiti and Syria. “The doors are open. But in the case of Ukraine, the visa is only granted to Ukrainians, people of other nationalities who live there will not be able to apply for the humanitarian visa.”
In the case of Afghanistan, for example, anyone who lives there can apply for a visa, not necessarily just Afghans.
In Valquíria’s assessment, there was even some delay for Brazil to launch the ordinance that benefits the Ukrainians.
Caritas is one of the most active organizations in the reception of refugees and migrants. It was founded in Brazil in 1956 and is linked to the National Conferences of Bishops of Brazil (CNBB).
“We have been working on the issue of migration and refuge and, in our experience, Brazil has received people from countries such as Venezuela, Cuba, Senegal, Haiti, Syria and Afghanistan.”
According to her, “civil society and humanitarian organizations can only act because there is international support”: “There are few national public policies, even to guarantee the basics.”
These first needs are documentation, support for training, an initiative to connect migrants to entrepreneurs for training courses, guarantee food and nutrition security, sanitation, hygiene and access to information.
“This first reception, this insertion into society, is our role, and it only happens because we receive international resources, there is no specific program in Brazil to continue providing humanitarian assistance”, he added.
