Only 22% of Brazilians have good connectivity conditions, says research

The study “Meaningful Connectivity: proposals for measurement and portrait of the population in Brazil” highlights the portrait of connectivity in the country. According to the survey, only 22% of Brazilians aged 10 or over have satisfactory connectivity conditions.

Nine indicators were proposed, grouped into different dimensions (financial accessibility, access to equipment, connection quality and usage environment). Four describe individual attributes and the other 5 reflect household characteristics. Are they:

  • cost of home connection,
  • cell phone plan,
  • devices per capita,
  • computer at home,
  • diverse use of devices,
  • type of home connection,
  • home connection speed,
  • frequency of Internet use,
  • and places of diverse use.

From the sum of the variables, the researchers established different levels of significant connectivity, which resulted in a scale from 0 to 9 for each person present in the sample.

Only 22% reached the highest range (7 to 9) and 20% were in the 5 to 6 points range.

The largest group observed obtained scores of up to 2 points, which corresponds to a third (33%) of the population.

To understand the technological scenario in the country, the most recent indicators from TIC Domicílios, an annual survey that maps access to information technologies in urban and rural households in the country, were used. From observation of the data, deficiencies in access, use and appropriation of the network among Brazilians were identified.

The survey, launched this Tuesday (16), in Brasília (DF), was carried out by the Ponto BR Information and Coordination Center (NIC.br), the executive arm of the Internet Steering Committee in Brazil (CGI.br). The material will also be presented during the G20 meeting this month.

The initiative understands that, due to rapid technological advances, the moment requires a broadening of understanding about digital inclusion. “Considering a country's level of connectivity by the number of Internet users among its inhabitants is no longer sufficient. To better understand our reality, we investigated the quality of Brazilians' connectivity through different sections”, highlights Alexandre Barbosa, manager of Cetic.br|NIC.br.

Connectivity by region

The assessment made based on these aspects showed that the worst conditions are in the North and Northeast regions, with only 11% and 10% of the population, respectively, in the range between 7 and 9 points, and 44% and 48% (in the same order ), occupying the other end of the scale (up to 2 points) – the national average is 33%.

On the other hand, the South (27%) and Southeast (31%) recorded the best rates, being the only regions in the country where the number of inhabitants in the highest range is higher than that in the worst range.
