The information publication CNews, citing its sources, reported that the tender for the creation of servers based on the Russian Elbrus processors for the Ministry of Internal Affairs was formally declared invalid – there were too few people willing. To be more precise, only one company (Norsy-trans) applied for this tender, so no bidding or competition between the participants, which is not surprising, did not take place. And this despite the fact that the initial price of the project is quite impressive – at the end of May 2021, the authorities announced that the cost of the project for the production of servers for the Ministry of Internal Affairs starts at 350 million rubles.
The tender was supposed to take place in the format of an electronic auction, when each company offers its price for the execution of a given state order. Accordingly, the manufacturer that offers the best conditions (a lower price for the implementation of the project), in theory, should have won the tender. Now the representatives of the Ministry of Internal Affairs need to either restart the tender, changing the conditions and attracting the attention of large companies, or conclude an agreement with Norsi-Trans without the possibility of lowering the starting price of the tender, that is, by paying 350 million rubles.
And with a high degree of probability, we can assume that the power structure will take the second path – earlier the same Ministry of Internal Affairs held a tender for the purchase of desktop computers running the Linux operating system. Only the company “Aquarius” came to this tender, which, in fact, received a contract in the amount of 195 million rubles. So, soon the company “Norsi-trans” will probably need to release 80 servers for the ministry on the processors “Elbrus-8C”. Why other companies in a similar field of activity did not dare to participate in the tender remains a mystery.
