Operation combats fraud in CAC records to benefit factions in RS

The Public Ministry of Rio Grande do Sul launched, on the morning of this Tuesday (17), an operation against suspects of omitting criminal records to grant and maintain records for Collector, Shooter and Hunter (CAC).

The action carried out 82 search and seizure warrants in 34 cities in Rio Grande do Sul, including Porto Alegre, and also in a municipality in Santa Catarina. Among the places visited are four prison houses.

According to the latest update, a person was arrested for illegal possession of weapons and around 90 ammunition, more than 70 weapons, a drone and several documents were seized.

The investigation shows that criminals were making false declarations of suitability (i.e., omitting criminal records) to obtain CAC permission from the Army and, from there, acquire weapons.

These weapons and ammunition, in turn, were passed on to factions.

“Many of them were criminally convicted, and some were facing criminal proceedings for serious crimes at the time of obtaining the certificates. Crimes such as rape, homicide, extortion through kidnapping, drug trafficking and international firearms trafficking”, said Diego Ruas, prosecutor at the Military Public Ministry.

In the state, nine CACs were identified with signs of links to factions. Another 32 are involved in fraud crimes before the Army.

In this first phase of the investigation, 141 irregular weapons were detected. “Immediately, the registrations of these targets are suspended and an administrative process is opened to cancel the Registration Certificate”, explained Cel. Nei dos Santos, head of the Controlled Products Inspection Service of the 3rd Military Region.

According to the MP, during the investigation it was discovered that there are two CACs that are currently inside prisons and two others use electronic ankle bracelets.

In addition, there is another suspect who has 23 incidents of embezzlement and another case of one who, in 2015, exchanged gunfire with criminal police officers inside a hospital in Porto Alegre.
