According to the source, in the letter, the operator offers the Ministry of Digital Industry to develop the necessary regulatory documents that would prohibit the import into Russia, the installation and operation of repeaters – household amplifiers of a cellular signal.
The main argument in favor of such a decision is the fact that cheap devices of this kind create interference and, in fact, jam the cellular signal at a distance of “hundreds of meters or even kilometers.” This problem is especially acute in Moscow and the Moscow region.
Not only VimpelCom is dissatisfied with the situation, but also other market participants. Operators talk about “hundreds” of cheap Chinese repeaters identified in 2019, 2020 and 2021 and jamming communications. It is noted that not all and not always succeed in turning them off. MTS representative Alexey Merkutov stressed that one such device can interfere with the operation of a number of base stations, up to their complete blocking.
The ministry confirmed to journalists some concern about the problem. Director of the Department of State Regulation of the Telecommunications Market of the Ministry of Digital Industry Dmitry Tur said:
Indeed, there is a use of amplifiers in violation of the rules for their use. We are in dialogue with the market, and we are working on measures to exclude this kind of use with the authorities. ”
As Konstantin Zudin noted, the operation of repeaters has been allowed only for operators and authorized organizations for several years. This decision was made by the State Commission on Radio Frequencies back in 2012. However, users do not know about this, and law enforcement agencies do not fight this violation. The fine for the use of uncertified devices is from 3 to 5 thousand with confiscation of equipment.
