Federal deputies from opposition parties started a movement to give more time to discuss the Benefits PEC, whose report was read this Tuesday (5th) at the Chamber’s special committee and provides for the creation of a voucher for truck drivers and expansion of the gas voucher and Brazil Aid.
The petition signed by parliamentarians from the PT, PSB, PSOL, PV, Rede, PCdoB and the minority leadership defends the suspension of the processing of the proposed amendment to the Constitution for 20 days.
The document is based on article 114 of the Constitution, which provides the guidance that “when it leads to an increase in expenditure or income waiver, it will be suspended for up to twenty days, at the request of one fifth of the members of the House, under the regimental terms, for analysis of its compatibility with the New Tax Regime”.
The application needs 103 signatures, that is, one fifth of the deputies. So far, the document already has 72.
The minority leader in the Chamber, deputy Alencar Santana (PT-SP), told CNN that parliamentarians want more information so that the government can guarantee resources to pay the benefits provided for in the PEC.
Alencar and the other deputies claim that no calculations were presented to support the values presented in the report by deputy Danilo Forte (União-CE), and for them it is necessary to evaluate these studies and consequently the impacts of the proposed measures.
“These studies are not clear, they have not come. So, as there is this constitutional provision approved, including the spending cap PEC, we want them to comply with the very provision that they approved. We are against the spending cap policy, but it has a constitutional provision. So we want it to be fulfilled so that there is guarantee, certainty in the information in this regard”, said the minority leader.
The Benefits PEC provides for the recognition of the state of emergency in 2022 and a package of BRL 41.25 billion in aid outside the spending ceiling three months before the elections.
The text creates an aid of R$ 1,000 for truck drivers and an as yet undefined amount for taxi drivers, in addition to expanding Auxílio Brasil to at least R$ 600 per month and the gas voucher to around R$ 120 each two months, among other points. These measures would be valid until December 31 of this year.
