Zbigniew Rao, the Polish Foreign Minister, who holds the rotating OSCE chairmanship, and his Secretary-General, Helga Maria Smith, of the International Atomic Energy Agency.

“We strongly condemn the escalation of bombings in urban areas that cause deaths and injuries among civilians and reiterate our call on the Russian Federation to immediately cease hostilities and engage in substantive dialogue,” they added.

Russian airborne units deployed in Kharkov in the early hours of Wednesday morning and “attacked a hospital” in the city, according to the Ukrainian armed forces.
