OSCE: Russia did not participate in the meeting requested by Ukraine in the framework of the so-called ‘Vienna Document’

Russia did not attend the OSCE meeting convened by Ukraine today, demanding an explanation for the movement of Russian forces near the Ukrainian border.

The Organization for Security and Co-operation in Europe is one of the few multilateral platforms on which Eastern and Western countries talk. One of the Treaties adopted by the OSCE in recent years is the so-called “Vienna Document” on confidence-building and security measures, which provides for transparency between the armed forces of its 57 member states.

“Unfortunately, but no doubt, the Russian Federation did not come today,” said US Ambassador to the OSCE Michael Carpenter during the meeting. “Russia has not only refused to take into account Ukraine ‘s legitimate concerns about its security, but has even refused to take part in talks aimed at reducing the risk,” he added.

The Russian representative did not respond to a request from the French Agency to comment on these statements.

In a post on Twitter, the French delegation to the OSCE called on Moscow, on behalf of the European Union, to “de-escalate the crisis” and “engage constructively in the diplomatic arena.”
