Condemning the Russian attack on Ukraine, Mr. Panos Tsakloglou began his speech today at the joint meeting of the special standing committees on Social and European Affairs of the parliament, emphasizing that “the attack is a blatant violation of international law and the principles provided “Large-scale military intervention undermines peace and security, spreads death and undermines the values of humanity and civilization.”

The main topic of the joint meeting of the Parliamentary Committees was the examination and discussion of the Proposal for a Directive of the European Parliament and of the Council “on improving the working conditions of workers on platforms” and the Communication of the Commission on “better working conditions for a stronger social Europe: take full advantage of digitalization for the future of work “.

Mr. Tsakloglou, referring to the issue of platform work and the changes brought about by the evolution of technology in new ways of employment, pointed out that “in fact we are primarily called to understand support technology, business model, employment opportunities, regulatory challenges and “Let’s then look at the golden section in this emerging social and economic landscape. I start by acknowledging that the goal of good labor market regulation is to ensure business flexibility and employee safety.”

The status of the European Directive

Afterwards, Mr. Tsakloglou referred to the axes on which the consultation and elaboration of the specific European Directive for the improvement of the working conditions of the employees through a platform is based.

Mr. Tsakloglou pointed out the three axes on which the consultation and elaboration of the specific European Directive is moving, emphasizing that:

1. The first and most important is the employment status of employees on digital platforms. That is, the elimination of the risk of incorrect categorization between employees and self-employed.

2. The second axis is related to algorithmic management and the risks that its use often entails. The European Commission is currently discussing the promotion of a package of measures that will protect employees from automated systems that support or replace management functions at work.

3. The third axis relates to transparency issues and the possible ways in which it can be ensured between digital platforms and their employees.

For the first time regulation for platforms and rights to employees in Greece in law 4808/21

Referring to the legislative initiatives of the government in this major issue, Mr. Tsakloglou stressed that “Our country is one of the first together with Spain to have incorporated in the national legislation a regulatory framework for work on digital platforms with law 4808/2021 which voted by the current government and implements the Ministry of Labor and Social Affairs “.

As he said, “Law 4808/2021 on Labor Protection extended to all employees through a platform, that is, regardless of the nature of the contract that connects them to the platform, the right to trade union, collective bargaining and strike that did not exist before, protecting from unfair practices involving, inter alia, the conversion of employment contracts into self-employment contracts and the imposition of health and safety obligations on the platforms “.

The Deputy Minister of Labor and Social Affairs, referring to the targeted modernization interventions of the government in the labor market, stressed that “Our country is one of the first in Europe that did not allow it to be overcome. We did not allow the market to take advantage of the lack of political reflexes “It is clear that law 4808/2021 regulated in a bold and modern way an already formed situation, which until now, was in a gray zone”.

“There is an explicit need to rationalize the labor market, for a fairer operation, in favor of the many workers and the unemployed,” said Mr. Tsakloglou, adding that “today we need something drastically different: A new working model that will serve a new productive model: “Flexibility in business, security and security for employees, fundamental planning for employment, training and de-escalation of unemployment to face the future with knowledge and confidence.”

Active and equal participation of Greece in the European consultation on the content of the Directive

“Digital work platforms play a key role in the digital transition of the European economy. On the internet, as well as off the internet, people should be protected and able to work safely and with dignity. We continue to consult at national and European level with “The aim is to find a smart, balanced approach that will provide security and common standards on the platforms and those who work on them. Thus, we will ensure that the digital transition will be fair and sustainable,” concluded Deputy Minister of Labor and Social Affairs Mr. Tsaklogou .
