The mayor of Rio de Janeiro, Eduardo Paes (PSD), declared, this Sunday (14), an emergency situation due to the heavy rains that hit the city.
Based on the decree published in the Official Gazette of the Municipality, the following measures are authorized:
- Mobilization of all municipal bodies to act in response actions necessary to minimize the effects caused by rain;
- Administrative authorities and municipal Civil Defense agents, directly responsible for response actions, to use private property, in the case of imminent public danger, ensuring further compensation to the owner, if there is damage, in accordance with the provisions of item XXV, of the art. 5th,
of the Federal Constitution; - To ensure the containment of the effects of the declared Emergency Situation, the management of forms of state intervention on the property, such as administrative requisition, administrative easement, temporary occupation, among others;
- It is exempt from bidding, in accordance with section art. 75, VIII, of Federal Law No. 14,133, of April 1, 2021, the execution of contracts for the acquisition of goods necessary for activities in response to the Situation of
Emergency, provision of services and works related to the rehabilitation of scenarios caused by rain.
The term of validity of the emergency situation is 90 days, with the possibility of extension for the same period.
Situation after the rains
Civil Defense and the Fire Department confirmed early this Sunday afternoon (14) that at least nine people died in the city of Rio de Janeiro and Baixada Fluminense. A woman is missing.
The deaths occurred in the neighborhoods of Ricardo de Albuquerque and Acari, in the north of Rio, and in the cities of São João de Meriti, Nova Iguaçu and Belford Roxo, in Baixada Fluminense.
One of the dead was a man who was the victim of a collapse caused by a landslide in the early hours of today on Rua Moraes Pinheiro, in Ricardo de Albuquerque.
In Acari, a woman was found dead on Matura Street. According to Civil Defense, she was probably the victim of drowning. The names of the dead were not reported.
Searches are still being carried out for a woman who reportedly disappeared after a car fell into the Botas River, in Belford Roxo, Baixada Fluminense, last night.
In Nova Iguaçu, a woman was rescued dead in a river, close to Rua General Rondon. In the same city, an adult man was found dead near a footbridge and showing signs of drowning.
In São João de Meriti, a man was the victim of an electric shock on Neuza Street. There was also confirmation of a death in Belford Roxo, on Parecis Street. In Duque de Caxias, a man was the victim of an electric shock on Marquês de Paranaguá Street.
The State Center for Monitoring and Alerting of Natural Disasters (Cemaden-RJ) reports that the hydrological risk is high or very high in the capital, in the metropolitan regions, Serrana, South, Northwest, Costa Verde and Baixada Fluminense, with a propensity for flooding and floods. In the rest of the state, the risk is low to moderate.
Considering the possibility of landslides, the risk is high or very high in the capital, in the metropolitan regions, Serrana, Sul, Costa Verde and Baixada Fluminense.
Rain causes cancellations of selection processes
Due to the consequences of the storms, the state government suspended the selection process for admission to the Technical School Support Foundation (Faetec), the test for which would take place today.
The city of Rio also postponed the exams for the Academic Scholarship and Projeto Acolher selection processes, which would take place this Sunday. There is no new date yet.
In Maricá, around 60 kilometers from the capital, the competition for the selection of employees for the Maricá State Health Foundation (Femar) was postponed. There is no new date yet.
The mayor of the capital of Rio de Janeiro, Eduardo Paes (PSD), also ordered the League of Samba Schools (Liesa) to cancel the groups' technical rehearsal, which was scheduled for today at Marquês de Sapucaí.
