The Paraguayan government reported on Thursday that there was a “clear violation of the procedure” of the Latin American and Caribbean community (Celac) in the presentation of a final statement without consensus among the 33 countries.
In a statement, the Paraguayan Foreign Ministry said it had expressed, during the summit held on Wednesday (9), that it was not in accordance with the final text of the statement.
Even so, the text was released, with the argument that it was adopted by “sufficient consensus” by 30 member states, including Brazil. At the foot of the document, the pro-tempore presidency of Honduras specifies that the statement was objected to the statements of Argentina, Nicaragua and Paraguay for different reasons.
“Given the unfortunate episodes that occurred in the summit (…) Paraguay firmly expresses its disagreement in the event and does not give the consensus to the adoption of the document,” said the note delivered to the temporary presidency of Celac, according to the Paraguayan Chancellery.
“This statement cannot be considered to be emanated from the 9th summit of CELAC’s heads of state and governments,” the statement expresses, stating that the initiative to publicize the text was taken “leaving aside the position of Paraguay and Argentina, who were not in accordance with the final text.”
“The figure of ‘sufficient consensus’ does not exist in international law,” he concludes.
Final statement
One of the main points of divergence of the final text is the repudiation of unilateral coercive measures, contrary to international law, including those restrictive to international trade, ”in a clear allusion to Donald Trump government measures.

According to diplomatic sources, the divergences expressed by Paraguay and Argentina were also related to gender issues in the text. Nicaragua, on the other hand, did not adhere because it asked for a more ambitious text.
In a speech during the summit, President Luiz Inacio Lula da Silva stated that countries need to “face” the debate on the consensus rule.
“Even if we recognize its merit of forging convergences, it is undeniable that today it has generated more paralysis than unity, becoming a true right of veto,” he said.
The petista asked countries to create a working group to reevaluate the rule, which he said, limits the advance of the bloc.
